WASHINGTON, February 16—Following up on earlier testimony from White House budget chief Jeffrey Zients, Sen. Sessions asked Treasury Secretary Timothy Geithner if the president's budget proposes to increase or decrease spending relative to the levels that Congress and the president agreed to in August. Once again, the witness refused to give a direct answer. In reality, spending increases by $1.5 trillion over the levels set by the Budget Control Act.
